LA’s 125 Speed Cameras Will Auto-Send 100 MPH Violations to DMV for License Suspension Before Court

Somewhere on a Los Angeles boulevard right now, a light pole is about to get an upgrade. Not a bulb. Not a banner. A camera. One hundred twenty-five of them, spread across the city’s deadliest corridors and school zones, authorized to photograph every vehicle exceeding the speed limit.

No officer required. No flashing lights in the mirror. No conversation at the window. Just a lens, a timestamp, and a fine arriving in the mail weeks later. The city that spent a decade trying to stop traffic deaths just handed the job to an algorithm.

A Decade of Failure, Then a Pivot

Los Angeles launched Vision Zero in 2015 with a bold promise: zero traffic deaths. The city poured nearly $350 million into the effort. LADOT invested in thousands of safety treatments across the High Injury Network. Crosswalks. Speed bumps. Flashing beacons. And in 2025, traffic collisions killed 290 people in Los Angeles, more than 150 of them pedestrians.

Speeding cars are the leading cause of death for children in the city. A decade of investment. Nearly identical body counts. That $350 million bought infrastructure, not results, and the pressure to try something radically different had been building for years.

San Francisco Proved the Concept

Both cities received authorization under Assembly Bill 645, signed in 2023. San Francisco moved first. By March 2025, its 33 cameras began issuing warnings. By August, real citations. In that first enforcement month alone, San Francisco’s cameras generated more than 16,500 citations.

Speeding at monitored locations dropped about 72 percent. Over 400,000 warning notices went out in six months. LA watched those numbers from months behind, still finalizing camera locations while San Francisco was already proving the math worked.

The Quote That Told the Real Story

In March 2026, the LA City Council unanimously approved where 125 speed cameras will go. Councilmember Katy Yaroslavsky called the delay “embarrassing and unfortunate,” saying “L.A. is the last to implement it, and frankly, that’s embarrassing and unfortunate,” and warning the city was “just leaving it on the table.” Not “leaving lives unprotected.” Not “leaving safety gains unrealized.”

The leader criticizing LA’s slowness sat on the very council responsible for the slowness. And the framing revealed what actually moved the needle: not 290 deaths, but the revenue San Francisco was already collecting without them.

The Machine Behind the Camera

Here is how the system actually works. Camera photographs rear license plate. No facial recognition, prohibited by law. Citation mailed to registered owner. Fines are tiered: $50 for 11-15 mph over, $100 for 16-25, $200 for 26-99, and $500 for 100-plus. For now, those camera citations are civil penalties administered by LADOT, not criminal charges.

Separately, the DMV’s Forwarding Actions for Speeding Tickets (FAST) program, launched in early 2026, automatically forwards CHP-issued citations for speeds exceeding 100 mph to the Driver Safety Branch, which has authority to suspend or revoke licenses independent of any court proceeding. No officer in the moment. No judge. Just data moving through two parallel systems that increasingly bypass the old ritual of a roadside stop and a courtroom.

The Numbers Behind the Contract

LA’s 125-camera system is expected to operate under a multimillion-dollar annual contract with Verra Mobility. Rather than rebid the contract from scratch, LADOT aligned its procurement with Oakland’s existing Verra deal, saving an estimated year or more of setup time but limiting competitive bidding. San Francisco’s smaller 33-camera network runs on its own multi-year contract.

Meanwhile, nationally, police traffic stops have fallen sharply since the mid-2010s in many cities. The cameras are not supplementing officers. They are replacing a function officers quietly stopped performing.

Who Gets Hit Hardest

Camera locations sit on the High Injury Network, which overlaps heavily with lower-income neighborhoods. The law offers income-based fine reductions up to 80 percent and community service alternatives. Revenue cannot fill general budget gaps; surplus must fund safety projects and, after three years, active transportation programs.

Those guardrails exist because California’s legislature understood what happens without them. CHP issued over 18,000 citations for speeds exceeding 100 mph in 2024 alone, roughly 1,600 per month. Every one of those now routes automatically to the DMV’s Driver Safety Branch under FAST, creating a two-tier system where extreme speeders can face administrative consequences that bypass the courtroom entirely, while lower-level speeders are increasingly processed by camera.

The Pattern Nobody Wants to Name

A review of international studies found speed cameras reduce crashes near enforcement sites by roughly 8-50 percent, with serious injuries declining 11-44 percent. Powerful evidence. But a New York City analysis has linked automated speed enforcement cameras with increases in some types of collisions in certain treated zones. Both findings are real.

The pattern across many cities that have adopted cameras follows the same sequence: safety crisis justifies installation, revenue normalizes the system, vendor contracts lock in expansion, and political will to remove them evaporates. In Canada and elsewhere, public backlash has periodically forced governments to scale back or pause camera expansion. Once you see the cycle, every city looks the same.

The Clock Is Already Running

LA cameras are expected to begin operations in mid-2026, with a 60-day warning period before real fines start. Long Beach, another AB 645 pilot city, is planning its own camera rollout, with tickets expected by late 2026. Assembly Bill 289 authorizes a statewide work zone speed safety program on state highways with a limited number of additional camera systems.

Together, the pilot covers several cities with authorization for hundreds of cameras across California. Verra Mobility’s LA contract is structured on an annual basis, which means renewal depends on results. Or revenue. Legal challenges on due process and Fourth Amendment grounds are expected the moment fines hit mailboxes in affluent ZIP codes where drivers expect discretionary leniency.

What You Know That Most People Don’t

Everyone will debate whether cameras save lives or steal money. That argument misses the structural shift underneath. Enforcement is being automated from detection through consequence. Officer discretion, the thing that let a cop give you a warning on a Tuesday night, is being replaced by code that treats every violation identically within each system.

The equity guardrails written into AB 645 are not proof the system is fair. They are proof the legislature knew, without restraints, it would become a pure extraction tool. Damian Kevitt of Streets Are For Everyone said the program was “crafted with safety as its primary and foremost purpose.” The revenue restrictions suggest Sacramento was not so sure.
